Inspiration and Early Beginnings
Have you ever heard of the TV series Emergency? Jim Conboy, the founder and owner of Twin Tier Fire & Safety Services, grew up watching every episode. The heroic efforts of Roy DeSoto, Johnny Gage, and the crew of Station 51 inspired him to join his local fire company. Jim achieved EMT certification at the age of 18 and played a key role in establishing a first response team within his department. He attended all the fire schools held in Susquehanna County during the late 1980s and 1990s. A graduate of the Elk Lake High School, Jim attended an extra year after his high school graduation to successfully complete the Susquehanna County Career & Technology Center vehicle mechanic course.
Professional Experience and Growth
Throughout his career, Jim held numerous jobs and ran several businesses. His experience includes owning and operating a sawmill and pallet production shop, working as a school bus driver, and serving as a school bus contractor. He personally handled all vehicle and equipment maintenance for his ventures. Jim continues to assist with fire service training and now serves as the fire chief of the department he joined as a teenager.
Business Development and Expansion
In 2009, Jim purchased a Waterway Hose Testing franchise, expanding his expertise to include testing hoses, ground ladders, and pumps on fire trucks throughout a service area stretching from Niagara Falls, NY, to Chambersburg, PA. Over eight years of traveling and testing, Jim was frequently asked to recommend a reliable fire apparatus repair company. Many departments expressed frustration with unreasonable prices and the inability of current service providers to properly diagnose and fix issues. Jim saw that the shortage of quality service providers led to departments neglecting regular maintenance for their apparatuses. Motivated to offer an affordable, accessible, and knowledgeable solution, Jim founded Twin Tier Fire & Safety Services in 2017. The former sawmill was converted into a repair facility, and in 2021, Jim sold the Waterway testing business to focus on fire apparatus maintenance and repair. In 2022, Alexis Fire Equipment selected Twin Tier Fire & Safety Services as their apparatus dealer for all eastern Pennsylvania and 14 counties in New York State.
Facility and Services
Twin Tier Fire & Safety Services is conveniently located on PA Route 267 between Binghamton, NY, and Scranton, PA. We proudly service and maintain fire apparatus, ambulances, and other critical response vehicles.The facility has grown into a 6,500 square foot, state-of-the-art maintenance and repair shop. With advanced equipment such as mobile column lifts for servicing large aerial vehicles and diagnostic computers for troubleshooting engine issues, Twin Tier Fire & Safety Services is dedicated to keeping your vehicles in optimal condition.
Comprehensive Support and Mobile Services
We operate three service trucks and can perform work on apparatus, ambulances and other response vehicles at your station within a two-hour radius of the shop. For units requiring more extensive repairs, Twin Tier Fire & Safety Services will transport them to the shop free of charge. Our team can perform Pennsylvania Inspections on all vehicles we service. Should you require a New York inspection, we will coordinate that with a NYS Inspection provider. Pump testing with our Draft Commander3000® can be performed either at the shop or at your station. Twin Tier Fire & Safety Services truly serves as a one-stop source for all your department and vehicle needs.

With dedication to customer service and problem-solving tenacity, Jim and the team at Twin Tier Fire & Safety Services are committed to helping fire companies maintain their apparatus at peak performance without exceeding their budgets. Because our technicians are also volunteer firefighters, they understand the unique challenges of rural firefighting and emergency services. Our team brings more than 60 years of experience in diesel engine and chassis maintenance, having worked on vehicles ranging from fire apparatus and school buses to Army vehicles. Our technicians participate in annual Spartan training classes to stay current with the latest repair processes. Their expertise covers everything from repacking Hale pumps and performing minor collision body work to addressing shore line issues and repairing exhaust leaks; they take pride in perfecting every apparatus.
Sales Division and Product Offerings
Under the leadership of Jim’s son, Pat Conboy, Twin Tier Fire & Safety Services offers a full range of equipment and supplies for fire departments and their members. Pat has grown the sales division to record levels by providing trusted brands like Snap Tite hose, Ricochet gear, and custom-built Alexis fire apparatus. His extensive product knowledge allows him to source exactly the right items for customers. Pat’s expertise comes from years of hands-on experience working with Jim and the Waterway testing crew. He oversees one full-time sales representative in New York and three part-time sales representatives in Pennsylvania. Pat and his team are ready to answer questions, provide free demonstrations and give you the personal service you deserve. Our attentive sales team not only supplies familiar fire and rescue products but also seeks out innovative new products.
